VLA: solidarity, recovery and development after the COVID-19 epidemic

2021- the second consecutive year that the Vietnamese economy in general and the logistics service industry in particular have been heavily affected by the COVID-19 pandemic. Last year, as a representative agency for the logistics business community, the Vietnam Logistics Business Association (VLA) has constantly made efforts, accompanied and stood side by side with enterprises, promptly launched recommendations and solutions to help the logistics business community overcome difficulties caused by the epidemic, together aiming for the target of “Solidarity, recovery and development after the COVID-19 pandemic”.

2021 - Efforts recorded

On December 28, 2021, VLA held the 2021 VLA Annual General Meeting. This is an opportunity for the Association’s Executive Board and the members to look back at changes last year. At the same time, the event also summed up VLA’s operational results in 2021 and set out a target plan in 2022.

Through the difficult time, domestic enterprises have well developed scenarios to cope with the epidemic, had abilities to overcome difficulties, adapted to and withstood well with the situation, thereby making positive contributions to economic-socio developments. Logistics enterprises have made great efforts in maintaining and stabilizing supply chains. Cargo transportation increased 14.6% year-over-year in 2020, especially import- export activities in 2021 continued to maintain a good growth rate, expected to exceed USD 600bn.

According to Le Duy Hiep, President of VLA, in the past two years, the COVID-19 pandemic has disrupted the global supply chain, logistics activities have also been disrupted due to social distancing, increasing sea freight rates, uncontrolled shortage of empty containers... They were great impacts to VLA’s member activities of providing services.

“Through the difficult time, domestic enterprises have well developed scenarios to cope with the epidemic, had abilities to overcome difficulties, adapted to and withstood well with the situation, thereby making positive contributions to economic-socio developments. Logistics enterprises have made great efforts in maintaining and stabilizing supply chains. Cargo transportation increased 14.6% year-over-year in 2020, especially import- export activities in 2021 continued to maintain a good growth rate, expected to exceed USD 600bn,” confirmed VLA President.

At the same time, many enterprises had innovative ideas to adapt to the context of “new normality” as the initiative to convert passenger planes to cargo ones; opening a sea freight route from Vietnam to India; many creative solutions in last-mile delivery, supporting people with agricultural products during the time of isolation according to the Directive no.16 by Prime Minister...

In the report summarizing the activities of the VLA Association last year, Nguyen Duy Minh - General Secretary of the VLA, shared in 2021, VLA actively promoted works of social criticism to propose solutions, support and remove difficulties for enterprises in the transport and logistics sector.

From June 2021 to September 2021, the Association drafted and issued 40 documents sent to the State management agencies in terms of work and timely contributions to the operation of the sector, published over 20 documents with content related to supporting difficulties for logistics enterprises in the context of the COVID-19 epidemic.

In term of developing members for the Association, until December 15, 2021, the Association has had 541 members, including 450 official and 91 associates, 62 of which are FDI members. At the same time, works of training, research, human resource development, international cooperation, communication... have also been achieved with remarkable results.

2022 - Solidarity, recovery and development after the pandemic of COVID-19

It is impossible to forecast when the pandemic will be completely controlled because of appearance of new virus variant with fast speed of infection. With the message “Solidarity, recovery and development after the pandemic”, VLA encourages its members to adapt the situation of the long- lasting epidemic.

Last years, VLA recognized important efforts and contributions of its departments in specialized works, joining hands for the stronger Association. The Association affirmed the specialized departments should have more determination and creativity in accordanc to the message “Solidarity, recovery and development after the pandemic of COVID-19” to complete the assigned tasks and targets. It will actively support them to implement plans of supporting association members to adapt to new unpredictable and risky situations of the market.

A representative of the Department of Transport and Forwarding said in 2022, the department will promote and strengthen connection, exchange and obtain information about members, participating in having feedbacks to the State’s management agencies and holding workshops to update knowledge to members...

To improve legal knowledge on logistics, in the coming year the Department of Law will organize many seminars to assist members in answering legal issues. At the same time, the department will also continue to study, comment and critique legal policies on logistics to management agencies and sectors.

Sharing about plans for the coming year, a representative of the Logistics Department said that they will organize connection programs and build supporting projects to improve members’ abilities. They ensure to receive and process 100% of members’ comments and support requests. At the same time, the department will develop a set of brochures to introduce strengths of the members as a basis for connecting business opportunities...

To maintain and strengthen the solidarity and attachment of VLA members, activities from the Member Affairs Committee have been considered of importance. In 2022, the Committee will conduct a survey on member’s satisfaction with VLA, receive comments from members and build a database of members. At the same time, it will have practical activities to connect members, having exchange and visiting members when it is possible in the time of epidemic.

In order to maintain as well as strengthen the solidarity and attachment of the members in the VLA, the activities of the Member Affairs Committee are considered very important. In 2022, the Board will conduct a survey, assess the satisfaction of members with the VLA, receive comments from members, as well as build a database of members. At the same time, the Board will organize practical activities to connect members, exchange and visit members when the epidemic situation allows.

The Department of Customs will invite potential experts to give ideas on new fields as e-commerce, CPN... at localities with activities of import- export. At the same time, connecting with local customs departments which have or have not had regulations of coordination; connecting with related partners and holding conference with partners in sectors of departments, business and management agencies...

In the current context, the enhancement of sciencetechnology applications in business production is the matter that many Association members have paid attention to. In 2022, the Department of Technology, VLA will keep deploying assigned tasks: building technology development VLA fund; establishing a set of logistics performance indicators; updating information about logistics technology infrastructure development; connecting e-logistics platforms; supporting and answering inquiries from enterprises about related issues.
